I thought of another thing the AI I believe sees as aggressive. It isn't agents, no it is TRADE FLEETS. I have noticed that when playing France for
instance, the English do not take kindly to your presence in the Channel. I expect the same is going on when I play Italy or Norman Italy. The Egyptians seem
very likely to kill your trade fleets on their coast. My guess is they see this not as trade, but as a causeway for potential armies to land on their shores.
So maybe trade is a double edge sword, big money but making everyone mad.

Indeed. The presence of the fleets is menancing. I mean, don't you feel a bit threatened
when as the Byzantines see Egyptian fleets around Cyprus? I always get the feeling an invasion is imminent (if they haven't bribed the garrison
already...).

I agree, so fleets should be used as part of political strategy, not just to make money. Enemy or Hostile Neutral fleets lower the loyalty of
affected provinces, and may cause rebellions. That's often why factions send fleets to the Baltic. Enemy ships in the Baltic cause loyalty drops right
across the Steppes to Volgo Bulgaria. An enemy ship in the Aegean may cause Peryaslavl to rebel.
Your trade fleets are heading West - you push into the Ionian Sea between Sicily and Greece, and keep going. Byzantine fleets then file out into your trade
zone, coming by Sicily and down by Sardinia and Rome. You send an emissary to the Byzantines, and withdraw. His fleets withdraw too.
The Straits of Gibraltar is the most sensitive, and putting a fleet there may trigger a war. Expect to be suddenly surrounded by lots of Italian, Spanish and
Almo fleets. Other sensitive areas are the Ionian Sea, the North Sea and Channel, the Baltic, the Adriatic, Aegean, and Black Sea.
Consider the effects of fleet movement on your alliances too.
