Posts: 214 Mar 28 08 3:17 PM	Tags : None I was playing as the Brutei family, and I had just took control of Rome, eliminated the Greeks and began fighting(and losing against)The Egyptians, but now I had gotten into a large problem. Public order had gotten extremely low, to the point where I was facing constant revolt, and lowed tax rates. When I looked at the details, it appeared that large amounts of squalor was the problem, and not even putting governors in was helping the problem. What is the best way to combat squalor in Rome:Total war?

Posts: 4206 Mar 28 08 4:01 PM Administrator	It's possible to check squalor a bit by not constructing buildings that give population bonus The only way to combat squalor to my knowledge is to build the next level of government palace or destroy buildings that give population bonus. Though personally I would put 20 peasants first before I start cutting buildings.

Posts: 752 Mar 28 08 6:03 PM	You can try shifting lots of people out of overcrowded settlements to frontier cities. What I mean is recruit tons of peasants from overcrowded cities, move them to underpopulated areas, and disband them, which will help boost the development of the new town.

Posts: 77 Mar 28 08 6:26 PM	If the settlement has the largest palace upgrade possible, then you need to find a comfortable tax level/race level and make population growth equal zero. If a city keeps growing when a new palace upgrade is not possible, then squalor will eventually shove you out

Posts: 6502 Mar 29 08 10:42 AM Sergeant	What patch are you running? Versions 1.0 and and the 1.1 hotfix had issues with squalor where it would constantly go up, causing major loyalty problems. Added to the above suggestions, put a good army outside the city, take the garrison out and let them rebel. The crush them and either enslave or massacre the populace. Yet, most importantly, it is important to have a vision of urban planning: it is good to set up farming/plantations if the settlement is too small, as well as markets/bazars are a very good option. Later on, you have to prioritize public health buildings. Also note that larger cities require generals with superior management skills, while avoiding sending general with negative traits that increases civil disorder. Finally, before I attack and conquer a city, I make sure to know what is the local population. If it is too large, I'd choose to exterminate, to reduce problems, such as squalor and unrest. I see squalor and rebellion as being closely related. It seems Ancient people enjoyed taking a shower.

By the way, have you tried to build an Arena and a Circus and celebrate both games every day? You'll earn less money, but doing this you can raise public order a lot. On a side note has anyone noticed an increase in Rebels where public order is low? I'm getting SLIGHTLY irritated with the full stack Rebel armies that keep popping up around my home settlements.

Here's my rule: Rebels left unnoticed = lose income to devasation, could have city seiged by rebels if unlucky (happened to me). Garrison leaves city to attack rebels = possibly lose city to riots, lose loads of men in progess if unlucky, might fail altogether. Bring another army into the region to deal with rebels = could fail, could lose a lot of men. No matter what happens you will always lose. Unless you are a super general/governer of course. And as for squalor... I to am a butcher. Better to deal with it ASAP. I don't like training hundreds of peasants and disbanding them elsewhere. Because that is NOT going to help the squalor level in the city they are disbanded in is it?

Posts: 4 Jun 11 08 2:47 PM	I think it comes down to a combination of urban planning and resource management. Resource in this case being your Generals/Govenors. Late game you should have a plethora of generals of varying ability and skills available to you. Sometimes it becomes necessary to sideline a 3, 4, even 5 star general with very high influence to keep towns under control. In the urban planning side, be sure to have Pantheon level temples, with plumbing and coliseum structures built. Each Roman faction has certain temples that at the highest level, will offer more bonuses towards keeping your population happy. When planning my empire, any city that is not a major troop producing city will always get the temple with the double pluses to happiness/order. Certain cities/regions are more restive than others. For some of these key cities, I place my generals/govenors with the highest influence to make sure I always keep these cities under my control. I prefer this tactic to the "Let them rebel and than massacre them" tactic. Sometimes though, you just might lose a city to that. In which case, you will have to reconquer.

You don't have to massacre people in the town and you ESPECIALLY don't have to let the town rebel. I have all of my fighting forces expanding my empire so I don't have the ability to pull back an army to reconquer a town. Also, what you could do is just balance things out with a larger garrison or reducing taxes. But DO NOT let chariot races and gladitorial matches reduce your taxes. Whenever I do that, I am always in the negatives. Do what I do: Give them a bar of soap and a bucket of water!

Posts: 1785 Jul 4 08 11:34 PM Tiro	This is a bit late but I just read the two above ideas What if you are a faction like Gaul or Scythia. What if you took over a Roman city with all the baths and you have a full garrison and low taxes in a city such as Patavium? It doesn't matter what you do it will still revolt. It just happened to me on VH/VH as Scythia. That's why some of us use genocide as the cure to solve these problems. Then we build baths and taverns. And if it starts rioting again I just leave the city, let it rebel and then kick there little a***'s in. Which is quite likely if you are a Barbarian faction controling a Roman city. Becasue I would rather have a nice little town with all the trouble makers killed and high taxes than a horrible little town which riots every turn even which a 700+ men garrison. But also the idea's mentioned by leeham and Greekie would work if you are a Roman/Greek faction for they get good healthcare bonuses that barbarians can't get. By the way also if you want to take back a city that just rebeled make sure that before it does destroy any buildings that produce fighting troops. Therefore the citys that rebeled will only have peasants. Of course don't do that on frontline cities. The above tatic works in BI when playing as WRE and ERE. Haven't tryed it with the others yet.

And besides, they're computer pixels that have absolutely no emotion, can feel no pain, and don't even bleed. In fact we don't even usually see them (except as a number). Though admittedly I think it's cheap and the one and only time I used it was in my WRE campaign.

Posts: 140 Jul 5 08 2:45 AM	there is a lot of people here who say that you should just build health buildings to combat squalor, but isn't that kind a negative thing in the long run? i mean, yeah it decrease the effect that squalor have on order in the city, but it also increases growth, so later on you have that extra 1.5-2% growth because of health buildings. so in a way they work just like farms in the growth aspect, although they do give a bonus to happiness factor in cities itsn't it better to combat squalor with happiness and law +% buildings? if you have the option so basicly my question is this: does the bonus that health buildings gives to order outweigh the negative effect from extra population (in the long run, since you will have higher max pop. with the increased growth rate)

Posts: 4206 Jul 5 08 12:05 PM Administrator	my rough estimate equation is that for every .5% population growth you need 5% public order to combat it. In other words if you want to keep your public order at 80%, your population growth is 1.5% and your current public order is 85%, if you don't do anything to help public order it will sink to 70% when population growth reach 0% or slightly before (or slightly after), so if you want to keep it at 80% you need to somehow raise your public order by 10% without increasing population growth. Though this estimate equation is VERY rough. It however gives me a rough idea when pre-planning and that's all I need.

Each health bonus is +0.5% population growth and +5% public order, which effectively cancel each other out (and frankly I haven't seen it cut squalor, but then I never looked very hard). However health building does 1) increase population without public order problem so you get more tax income 2) buy you time to build other buildings/troops to check public order Just build enough peasants/skirmishers until your public order is 75% or above on low tax (and preferably at 0 growth).
