I find that in most cases it the button under "ESC". Although, I could be getting mixed up with Rome Total War.

Yes, Kingdoms certainly has cheats and the way to get to the console is indeed ~, though on some systems it's \ or |.

yes but for some of the city's the process_cq cheat doesn't work
can anyone suggest a way to fix this |

For example Altun Ha is a city where even putting an underscore doesn't work,

I have built all the other cities with cheats. This is the only only one where it doesn't work so it is very weak and being attacked.
