United Provinces
Too weak
-Playing as another nation, the A.I. United Provinces invariably declares war on France within a few turns, angers most of Europe, and ceases to be a player on the world stage very rapidly as France takes the U.P.'s South American colony and the country appears to slide into stagnation, despite a head-start in the trade theaters. Factors contributing to this seem to be the A.I.'s difficulty with the trade regions (the U.P. does not split it's initial trade fleet up to occupy other slots, and it and other nations seem to have trouble with the slots in general at times. I have seen whole fleets of trade ships wandering aimlessly through the world's oceans), and the U.P.'s decided lack of towns in the Netherlands. An additional town/village and, almost certainly, another port which either is or could be a shipyard would help their cause enormously, I think. But for a country reliant on trade, one port does not begin to fill their needs: two almost isn't enough (three ports being a mix of two trade ports and a shipyard, more like France and Great Britain, with whom they were nearly on an equal footing, if not a little less, in 1700 in terms of naval and merchant marine.

-Prussia often is able to seize large portions of Poland and Austria fairly quickly and dominate the region...however, I'm not entirely certain that the short-coming is with Prussia's strength. I know I already picked a 'too weak' in the United Provinces, and I do think they are the weakest Major Power, but I think Prussian superiority, as noted by others, is a direct result of Austrian weakness (hence my ? marks above). Poland can also be seen, at times, to gobble up large portions of Austria, and the only area I've almost ever seen an A.I. controlled Austria make any progress is into the nearly undefended Balkan provinces of the Ottoman Empire. With the exception of losing Silesia to the Prussians, the Austrians were THE Major Power in central Europe through the unification of Germany in the 1850s-1870s, and were France's main opponent to continental hegemony.

These are just my two cents, though.
