i'd find it hard to believe that 9 in 10 German men were killed during the course of the first world war...

Hint: He's not from the 20th century, nor is he ancient. His country is not that old either.

this is a long shot - Napoleon?
I can't think of anyone who actually led 90% of the men in their country to their death, but I think the numbers lost on the Russian expedition are comparable to that staggering amount. The emphasis on 'men' also suggests that it was an army he lost, and not losses to the general population, although that could be mistaken. He enraged Britain, Prussia, and Austria and ultimately did lead France to defeat and occupation, and was known for being very arrogant. |

Nope. Once again, wrong continent. I guess he's not well known because he's from a relatively small, backwater country, though it's probably
largely his fault that it became so...

Correct! Paraguayan president Francisco Solano López declared war on Brazil, Uruguay and Argentina in 1865, and led Paraguay through 5 years of total war
against 3 more powerful countries (the "War of the Triple Alliance"). Casualty estimates are sketchy, but the war may have led to the death of more
than half the population of Paraguay, including 9 out of every 10 men. By other estimates, the country lost as much as 90% of its entire pre-war population.
Paraguay lost a lot of land to Argentina and Brazil (its capital is now right on the border with Argentina, it's amazing if you look at it on Google Earth)
and would struggle for decades with that demographic disparity.
