Charax Perseides stood under a spotlight before the governing panel of Seleucia Astraea. 10 scientists, entrusted with the higher political power, were seated opposite him, each under a spotlight of his own.
"First Citizen Perseides", Lucius Cassiopius, an ageing space physicist started, his voice a toneless flow of cold precision, "there have been several interesting - or I should rather say alarming - events during your recent directorship. Events that require a reassertion of the validity of your choices and our actions."
"All our actions are geared towards the greater plan. All my choices are geared towards those actions. Let us analyze the facts of the situation as it is now, and we will see whether I am still the most fit citizen to direct this panel."
"Very well. We will start with the affairs of Mars. You are our leading specialist on terraforming, and had proposed a series of projects to increase the liveability of our planet when you were first appointed First Citizen. Little has come of these projects."
"We have encountered unforeseen difficulties, which have pushed back the timetable on most of the projects. Furthermore, many resources that can be found only on Earth are required for the greater project to continue. Still, we have successfully set up a research outpost in Olympia Planitia and have increased agricultural production in Hellas Planitia, as planned."
"And what of Earth? It is noted that several petty empires have increasingly amalgamated, and have been directing their research efforts on potentially dangerous technologies, namely cloning, nuclear weapons and space flight."
"History is repeating itself, as we can all see". It was Anna Argyre, the panel's psychohistorian. "Our mathematical models show an exponentially increasing probability for a new global war. One that may leave Earth closed off to us for more than a hundred years this time."
"It is well noted, and we have begun taking steps to alleviate this situation. Our soon to be formalised alliance with Murmansk Sunset…"
"Possibly formalised…" Anna's voice was as cold as polar dry ice.
"Murmansk Sunset shares a unique affinity to our society. What we have accomplished by accident and perseverance under natural conditions, they strive to accomplish by design…"
"And therein lies the main qualitative difference. Our society was formed by some of the smartest people of Earth, people who were above the petty territorial squabbling that led to the devastation of that planet. Under hostile environmental conditions, their offspring learned to coexist in a society that is bereft of the worse psychological pathologies of the human condition. The 'elite' of Murmansk Sunset, on the other hand, are those same people of the decadent age, who had frozen themselves in a vain quest to attain a measure of immortality. They may share our mean intelligence but not our societal values, nor the intellectual benefits of our post-anarcho-economic structure. Their advanced technology and disdain for the barbarians of the rest of Earth makes them more compatible with us on the surface, but we fear that on a deeper level they are guided by the same measure of greed and vanity as the barbarians."
"And are we not guided by vanity, if not greed? We disdain cloning, as something that would lead to genetic stagnation, and yet we set ourselves apart from other humans with a certainty that defies the possibility of an eventual temporal convergence. Murmansk Sunset is our best hope for such a convergence, our best hope for a civilised Earth."
"Your friendship with executive Nikolai Saratov has been the subject of some study…" Anna waited for a reaction, but Charax didn't give her one. "We have not yet come to a conclusion as to whether his charisma and your compassion to what you view as the 'entrenched intellectuals of Earth' are adversely affecting your policy choices."
"I suppose Saratov's arrival here will give you the extra input you need?"
"It is estimated so, yes. He will be closely observed, to determine both his own motives, and their effects on yours."
"That is to be expected. Is there anything else on this matter?"
"Actually," Cassiopius said with some thought, "there was something peculiar noticed by our solar wind probes. A few weeks ago, there was a linear disturbance in the magnetic field of the solar wind, similar to that of our experimental plasma jet engines, but a thousand times greater in intensity. There is no natural explanation, as of yet, to what may have caused it, and no human nation is estimated to be anywhere near close to achieving something of that magnitude."
"Is this a matter for the panel?"
"There is still much research to be done, but there is one factor that makes it a matter of potentially planetary security. That linear disturbance did not exit the solar system. The error bars are considerable, but our reconstructions show that it intersects the orbit of Earth…"
"Earth?"
"Possibly somewhere around the Mediterranean Sea, although we cannot be certain of the precise trajectory of the disturbance."
"We will reprogram our surveillance satellites to observe that area for any energetic peculiarities, then, and we can ask our Earthling associates for any information they may have.
"I assume you are all already briefed on our military projects?"
Ten heads nodded gravely.
"Then you can be assured that our contingency plans will have the means calculated to be necessary for them, should any need arise."
"I think we are done for today", Cassiopius said. "There is no objection from the panel to the present course of our government. The next planned review is set for three days after Saratov's arrival."
The spotlights went off, and the room was illuminated by soft florescent lights.
"So", Charax said to his fellow citizens as they got up, "who's up for cranitas?"

GSC: If you're going to come up with an "Apocalyptic bomb", you should at least come up with a plausible explanation on how it works, or how a nation with barely post-2009 level technology can invent it within a few years, because I can't think of anything. Also, how does "Canister Laser shot" work, exactly?
Also, 200,000 km/s is 2/3rds the speed of light. Quite a bit over the top, don't you think? Especially since we have no idea what that "flying soccer" (I assume you meant saucer) uses for propulsion. I have no problem with a healthy advance of future technologies, but I'd prefer it if we tried to keep it within reason, otherwise we'll have universe-destroying bombs and faster than light travel by the end of the week (and it's already Friday).

1. If you've paid attention to what gggg has been writing, it's 100 years after the end of the nuclear war, so definitely not 2022...

3. lasers don't come in balls! It's light beams! Light beams aren't shot out of a cartridge and they don't curve! This is basic physics!
4. 20,000 km.s is still very, very fast for anything that's not a spaceship.
